BOREWELL ENTRAPMENTS
Anchor case: Nadukattupatti, Tiruchirappalli district, Tamil Nadu · 25–30 October 2019
Recurring borewell incidents across India demonstrate how a preventable hazard can rapidly become a technically demanding confined-space rescue operation.
WHAT HAPPENED
LOCATION
Anchor case: Nadukattupatti, Tiruchirappalli district, Tamil Nadu
TIMELINE
25–30 October 2019
INCIDENT TYPE
Confined-space entrapment in an uncapped borewell
SCALE
The anchor rescue continued for more than 80 hours with around 550 personnel involved.
CIRCUMSTANCES
A two-year-old child fell into an approximately 88-foot borewell. A parallel rescue shaft was subsequently drilled, but the child did not survive.
WHAT MADE THE RESPONSE DIFFICULT?
01
PREVENTABLE HAZARD
Unused borewells should be securely capped and controlled.
02
EXTREME ACCESS
The casualty was trapped in a very narrow vertical space.
03
EQUIPMENT MOBILISATION
Specialised drilling and rescue equipment had to be sourced.
04
TIME PRESSURE
Parallel-shaft construction is slow when initiated only after an incident.
05
CASUALTY MANAGEMENT
Monitoring and sustaining a casualty underground presents unique challenges.
THE OPERATIONAL LESSON
— 01
PREVENTION COMES FIRST
Secure closure of abandoned borewells removes the hazard completely.
— 02
STANDARDISE THE RESPONSE
Districts need a predetermined borewell rescue protocol.
— 03
PRE-POSITION SPECIALIST EQUIPMENT
Critical time is lost when drilling and rescue systems must be assembled reactively.
— 04
START PARALLEL OPTIONS EARLY
Fallback access should not wait until initial rescue attempts fail.
WHAT CAPABILITY CAN STRENGTHEN RESPONSE?
Confined-space rescue
Technical rope systems
Parallel access planning
Patient packaging
Atmospheric monitoring
Medical support
Incident command
Equipment readiness
3 THINGS TO REMEMBER
01
REMOVE THE HAZARD FIRST
Preventive controls can eliminate the risk entirely.
02
STANDARDISE THE RESCUE PLAN
Districts need a predefined technical response.
03
DO NOT WAIT TO BUILD ALTERNATE ACCESS
Parallel access should start early when required.
